Surely she can recognize that Trump himself is not only a dictator, but has an imperialist agenda. He threatens those who oppose him in Congress with massively funding opposition campaigns for their opponents, he openly disregards court orders and his corruption is legendary.

Trump is trying to placate both sides, so spending Russia’s frozen assets is a line he’s afraid to cross. Hopefully, Ukraine’s EU allies who are not pandering to Putin will boldly disregard Trump and dip into the Russian Rubles.
