My first (and rational) thought is teams who are qualified for the USOC, meaning that the USL-L2 teams who did not qualify through the league or qualifiers will not participate.
My tinfoil hat is that certain teams are being man "ineligible" by the league, like MLS has done.

Honestly, not sure. Despite being right there, there was so much going on I couldn’t hear a word being said and the Tulsa players were cleared out pretty quickly.
