Racism is the legacy of colonialism. It's complicated because there is not one specific solution. I don't know what NZ should do bit what they did ain't it. But, like, are you asking for clarity or to troll? It seems like you want to argue rather than try to understand.

It is not literally colonialism it's is the concept of colonialism that has long arms and reaches into policy, culture, and how people treat each other. Perhaps more precise language is racism--one of those long arms reaching into the present.

Deport is not the right word. Deport means to send a foreigner back to their country of origin. This is expelling a citizen because...? No good reason.
