If you are unable to use the pre-order bonus hats, try restarting the game or re-inserting the Virtual Game Card:
1. Go to the VGC app on the HOME Menu.
2. Go to the Global Test Ride VGC.
3. Select "Options" -> "Eject from This System".
4. Select "Load on This System".

TBH I really like Tera raids though, but their performance and issues is just so bad. At least ZA online doesnt have this issue
