The stewards said Hamilton did not go below the minimum time limit (i.e. did not drive too fast) but also they would have liked him to slow down more.

Surely the conclusion to draw from that is the minimum time limit should be raised?

The stewards have now withdrawn the document referring to Norris and replaced it with a new one indicating he is also being summoned over a potential "unsafe release by car 16." So neither of the documents now refer to a potential "unsafe release by car 4".
