Let me put it a different way. The disorganization of the prosecution is not a basis to deny the defendant of his Constitutional right to a speedy trial.

I'm sorry, but isn't the standard supposed to be that when the prosecution brings a case it is already ready to prosecute the case? Discovery and investigation is done, seem to remember hearing that somewhere. Like law school.
