Institutional change is key. People do what social frameworks allow them to do.

I mean on the part of the ordinary people who voted for him. I don't approve of what they did, but putting it down to individual wickedness explains nothing and gives us no clue as to how to get them to change their attitudes.

Yes. Progressives of all people shouldn't treat individual moral failings as the primary cause of social problems. That's the right's shtick. This isn't to say that individual responsibility isn't important -- it is -- but we still have to ask why some people aren't developing it.
