I don't think that needs to be necessarily true! Villains don't need to be sympathetic to be reacting to a world that is corrupt or corruptible!

my point isn't that the villain needs to be sympathetic. It's that the world needs to be challenged as well.

I don't have any sympathy for the people in power right now, but I also don't want to go back to the world that created them. Defeating the enemy should change something.

We've got to stop writing stories about defeating villains without also examining the systems that create them.

Villains aren't reacting to nothing, and they aren't upset at a world that works.
