The government can also issue Treasury bonds (borrowing), but this is more about managing interest rates than financing spending.
In short, the government spends first and taxes later.

1. Spending First – The federal government spends money by creating new dollars via the U.S. Treasury and Federal Reserve.

2. Taxes and Borrowing Later – Taxes help regulate inflation and redistribute wealth, but they do not "fund" spending in the way people often think.
