Yes, clearly an effort to claim compliance and that they were only late because, "there was oh so much and we worked so hard to do this". Then flood the zone with likely not credible tidbits so they can say, "see, we told you nothing here". Smoking guns withheld because privilege and exception.

I think this is a herring, but we don't know the color. He'll say he was just reciting the provisions for withholding, not that there were items withheld in this category.
