You can impose a restriction on the use of authority.
In this case it would be to clarify the executive limits as commander in chief. Not a lot of good case law out there. Fact patterns just don't present themselves often.

As a curb on executive authority. That's an Article 2 power, so you really need to do an amendment. You can clarify things that SCOTUS cannot explain away. That's what they did after the civil war. Did you go to middle school in the States?

The reason the government is shut down is because Republicans are trying to force an extremely harmful budget on Americans.

The destructive budget bill must be completely rejected. Not just adjusted for healthcare subsidies, but COMPLETELY trashed.
