It's important to remember as the pitchforks come out for refs is that
1 the ref the ARs & the TMO are sent and paid by the URC and that the 4th and 5th officials are unpaid volunteers who (in Ireland) are set by the home province
2 it's the 4th officials job to know and relay the reasons for subs
