Absolutely. Vavilov was one of the greatest scientists of the time and Lysenko was his student at one point. I can't judge intent at this point, but my guess is that there was some political expedience in Lysenko's decisions.

He ran on that platform, but voters assumed that his ideas would be forwarded with a Constitution and Congressional checks and balances. If the Senate and HoR planned on not tempering bad/illegal policy, that should have been stated before 1/3 /all of them were re-elected.
