Immensely powerful being, even with good intentions. Almost every time, the ring corrupts. For this reason, *only* someone meek had a chance to successfully save the world. Frodo, like Christ, is "made perfect is weakness." This is a major theme of all 3 books that carries over to the films.

Theres also a statutory provision called "registration" congress could easily update. There would still be financial penalties for illegal entry* en route to a path to LPR.

*Liam's family didnt enter illegally.

This is more or less what happened in the ABC settlement in the 80s/90s after DOJ admitted it had illegally infected the (statutory) asylum test with ultra vires foreign policy considerations.
