3) once you get to the top of the west northwest corner of that roof area, there is going to be a gap between the building you're on and the building you need to get to. Jump, and rotom glide over. Make sure you get a running start.

1) Fast travel over to Cafe Cyclone. Head west, then north along the side of the building. You'll find an entrance to an inner courtyard. Take the holovator up.
2) Once you've taken the holovator up, you want to go along the west side of the roofs. There will be scaffolding. Take that up to the top.
