I suspect that the DOJ has realized that they are releasing too many documents that mention Trump and implicate him in some form of wrong doing and they want to double check things before they release even more damning evidence against hi,m.

Executive Orders bought & paid for by Big Tech Money. There needs to be some kind of guardrails but the man that has been taking bribes shouldn't be the one deciding what those guardrails are by executive order. In lieu the US congress making sensible laws states should have a say in it until then.
