The state or local health department is primarily responsible. They know what to do and don’t necessarily need CDC to respond effectively. An effective response requires the community to participate and get their vaccination rates up. If the community refuses, the community gets more pertussis.

I’d prefer he not say these things, but he will and muting is a defense strategy. We are in an age, thanks to tech and eroding regulation, where people need to have critical thinking skills and disconnect from the digital word to be healthy.
