This. There is a psychological line in the sand between negative and positive temperatures (have you ever asked if we're into the positives yet as winter draws to a close?). In part due to familiarity yes, but I think 0C is a pretty sensible place to draw that line.

Maybe I'm being overly optimistic, but if the main thing driving down fertility rate is a lack of housing relative to the size of the population that seems like a negative feedback.
