Not quite, my original post could have been worded better. FP would still mostly be unified, Eu would decide on what they want to accomplish, and then delegate certain goals to certain members, ie if they wanted to deepen ties with LatAm, they allow Portugal to continue that task as a member

Could certain foreign policy goals be delegated to different member countries as a compromise? Rather than having a unified foreign policy?
