When making a major kingdom, just give it some rough stats like you would an NPC. But roll 3d6 straight down old school.

Strength = Military Might
Dexterity = Infrastructure
Constitution = Public Health
Intelligence = Education (or Magic)
Wisdom = Economic Stability
Charisma = Diplomacy
