Because the circumstances of it only further highlight the absurdity of how it all could have been prevented if fucking anybody talked to one another? Also yes.

He even KNOWS Xehanort is planning to start the second Keyblade War and this motherfucker's first reaction isn't to fucking go out and stop Xehanort, no, it's high time he put that brat Ven in chains, and lo and behold, right in front of the one man who would literally not hesitate to kill for him.

Eraqus is the dumbest and most gullible man in the Lands Between if he didn't honestly suspect that his students would only attack him if they had REASON TO SUSPECT he was doing something fucky.

WHO FUCKING ELSE COULD GIVE THEM THAT REASON, ERAQUS? FUCKING WHO?! And WHY might they do that?!

Xehanort manipulated him (which, given how he's been manipulated by several villains by this point, I'll concede that Terra's first thought should have been "Hm, maybe Xehanort isn't telling me the truth,") and lo and behold, Eraqus is doing EXACTLY what Xehanort said he would do! Wow! Brilliant!
