We ran the clinical experiment of only vaccinating children for hepatitis whose mothers tested positive when the vaccine was introduced and the resulting evidence VERY CLEARLY demonstrated that it was MUCH more effective, with minimal additional risk, to vaccinate all children. Thus the guideline.
