He literally told her she would have to get permissions. So make friends and work it out. It isn't his fault that she can't. He knew what would happen. The "here, you do it" was the plan all along.

I'm not convinced that wasn't Carney's plan all along. It isn't Ottawa that said no to Alberta. "Now you run along, Danielle, and make friends and get it done." Oh wait, you can't? Oh well then, at least you tried.

I don't know exactly how it works being as I've never won money in the US to test it all out. In Canada, when there is a lottery, you just win the entire amount that it says it is worth and it isn't taxed at all. You just win that amount.
