How do the law of small numbers & well-water use play into these data? Wayne Cty has just a few thousand ppl, many on wells. What are the 2030 goals trying to accomplish? How will cutting residential/industrial use by 16% (is that what "statewide conservation goal of 16%" means?) make a difference?

I cook a big traditional dinner whether for 3 or 13 cuz the cooking is a ritual that connects me to loved ones - I make my grandma's apple pie (she's been gone 20+yrs), my dad's yams (we've always lived far apart so only spent 2 Tdays together in 50+yrs), my honed-over-time stuffing.
