It’s not just NOAA. They are doing this delay tactic to prevent spending of funds appropriated by Congress in many agencies. This will ultimately make many programs ineffective and give the administration reasons to eliminate them.

Another fun fact is that Gillibrand defeated John Sweeney aka Congressman Kick Ass for protesting to stop the vote counting in Florida in 2000.

It was NY 20 when Gillibrand represented it and stopped in Essex County. NY 21 is much larger and includes all of the area that was represented by Bill Owens from 2009 to 2014 when he retired. Owens (D) won in a special election when John McHugh became Sec of the Army. McHugh is a fairly modR.
