Since the antecedent is "the TPP", I would say "its" as an American. I'm not sure how a British English speaker would phrase it. They often use a plural for words that imply groups of people where Americans use the singular.

The English dictionary definition 3 on the right corresponds to my understanding of the Chinese slang term. I.e. People take further and further steps, competing at pettier and pettier levels to get ahead even by an inch.
