If you know your Ukrainian history, pattern echoes Holodomor declarations:
-UA: naming the famine genocide, 4+ million killed & impunity of Stalin & Moscow; VS.
-RU: a vague & "shared" Soviet "tragedy."
Lack of accountability has always emboldened Moscow to kill again.
