A more diplomatic approach may be to negotiate deals while holding a tariff as a last resort for failed negotiations. Throwing tariffs up and letting markets go into turmoil first doesn’t seem like a well thought out approach. Of course, I’m not the president or anything, so who am I to say?

Releasing water now (when it’s not needed) instead of holding it until the summer (when it is needed) makes no sense.
