That was their message yesterday, in the morning for me:

"We will start releasing Animal Crossing: Pocket Camp Complete on Dec. 2, 2024 (UTC), a day earlier than previously announced, to have it available globally by Dec. 3"

In my case it meant I could play on Dec 1st in the evening.

They wrote on their Twitter account they'd release a day earlier and, since it's in Japan time, it means a day earlier than that for NA :)

9.99$ usd (or in my case 14.99 cad) until January 31, regular price will be 19.99 usd

I think it's worth it, especially with the starting price. The month long event gives a whopping 950 leaf tokens, which replaces the leaf tickets. Today is the first day of the flower event so we'll see how it goes without other players helping to give you bugs to gather.
