Halifax likes to think that the "does not exist" overlap not only exists here, but is the natural default.
Overlapping circles of "stable service", "low density" and "low taxes". low tax + stable services = more density. Low taxes + low density = service cuts. Low density + stable services = high taxes. All 3 at the same time do not exist.
