I would agree with you, but that wouldn’t be safe for anyone to do under this regime. Instead, both the DHS and every bank receiving payments from DHS will have records of who receives payment. We already have ways to track them all for the purposes of justice.

During my years in business I have seen leaders attempt this tactic in multiple ways. Each and every time it is met with increased employee dissatisfaction. If you move into a new role, don’t ask others to justify theirs. Only the worst leaders do things like this. Nothing they build will last.
