No, this one actually makes sense.

It shows the proportion of the total economic growth for each of the stated time periods that went to the top 10% and the bottom 90%. Those two will always add up to 100%, so this kind of graph is an OK choice.

This isn't a graph crime (the presentation of the graph is fine) so much as it is a data crime (assumption that correlation implies causation).
