Does you never make NPCs that have depths or mystery to them? A villain with hidden motives or a tragic reason for their evil, or a good guy with a sadistic streak in a cruel world? OCs can start as one note! That's not an issue, you can always expand from there. Some of my OCs are very simple ideas

Then you probably come up with NPCs all the time, that's like 90% an OC already. Take an NPC and just like... imagine their life, personality and situation outside of the party interacting with them and boom you've got an OC.

Making OCs is so fun. Most of mine start as TTRPG character ideas, and some stay as that and others I adopt in a broader use. The most daunting part is starting because it's hard to come up with a character without a framework/world to fit them in. It's why TTRPG is a good starting point.
