To be honest, parked vehicles for good or bad stay in their lanes closest to the sidewalk.
If the street is swept and cleaned of snow and ice, with a painted line being the bike lane, the clearing could still be possible.

The best way to discourages ppl from riding a bike is to make the infrastructure so dangerous you just give up. I can’t fathom a reason why my elected municipal rep would tolerate placing vulnerable road users in this much harm other than to stop people from choosing a bike to move equitably #BikeTO

Please let me know if the major protected cycling infrastructure in your neighbourhood is a skating rink, because the whole length of Danforth Av from Broadview Av to Coxwell Av in #TorontoDanforth is a horizontal luge track.
