The biological passport requires data from different moments for a prolonged period of time. Basically, the longer and more frequent, the clearer.
It makes total sense to detect (or at least be confident enough to report) abnormalities after that long. Also, they has to me absolutly sure.

RPM is not a good enough indicator. With so many different gears, crank lenghts and rider weights... Look at Mohoric or Politt, they like to go low. Whereas Vingegaard an Pogacar have short cranks and go at a higher cadence.
