The main office of the US Agency for International Development in Washington was illegally closed Monday and workers were emailed by a 22 year old with no official govt role and with no qualifications telling them they should not come in, according to multiple sources familiar with the matter.

This is exactly why they want to use recess appointments to get around the confirmation process entirely. A number of these appointments wouldn't pass a basic background check, let alone qualify for any level of clearance.
