I’m guessing that the backlash that they responded to was not safety of the weapons complex, but the possibility that they might not get their new nuclear stockpile. As the NRC is mostly about safety, no republican will really care.

This has happened more often than you think. As manufacturing processes and regulatory drivers change, the precursor materials change or are unavailable, and the final product doesn’t behave like before, we have to begin a big R&D program to figure out why and how to achieve the desired properties.

Legal and classification reviews. Also consider that across the government, FOIA staff have been targeted by the DOGE cuts to federal staff (not sure about the NNSA). So everybody involved in servicing your request is probably lacking in patience and bandwidth to deal with added stress.
