He was using contraction, so he left out that it only applies to Democratic presidents. Part of the ruling GOP MO - Laws are for the opponents, but not for us!

From the first time I encountered Nigerian Diamond Mine scam - back when it was being done by fax 🤣 and saw otherwise smart, educated people, heads of legal & financial departments fall for it, though it reeked of obvious scam, I never ask that question. Greed, in various forms, is the answer ;))
