The bollards are not individually planted, they are welded to a steel base. To make them the kerb line would require a different engineering design.

Bollards being installed next to the incoming cycle track on the north side of Lambeth Bridge.

Cycle track will probably be in use next month when the bridge waterproofing work will switch to the south side.

Oh and I just remembered there is also a carnet for regular users. £57.40 for 20 uses, and valid on all the cross river routes. Works out at £2.87 a pop, so a 30% discount. Unclear if groups / families can use the same carnet at once (there is no concession pricing for cross river journeys).

Can't find a Webb's crossing consultation the Wands/Richmond engagement site, just stuff about school streets, so I wonder if this was just a locally leaflet thing underpinned with the statutory consultation?
