You’ll need to be careful with renaming tokens (as this will break their links with the objects on the canvas) but if you’re just moving them between sets and themes, any tokens with the same name will still be applied to the objects when you export and import.

There’s not inside Penpot. When I need to bulk edit like that, I tend to export the token file, do the edits in a text/code editor, and then import the tokens again…
