ICE's goal is not terror. Terror is a nice byproduct for them, but ICE's goal is ethnic cleansing.
If terror were the main goal, then Stephen Miller wouldn't be screaming at these guys on phone calls about upping their numbers.
Ethnic cleansing requires logistics and it takes resources.

One time, before I transitioned, I was in a co-ed military triathlon. I had had an equipment malfunction that set me back on the biking portion, so I was one of the last 20 people in the pool. I came in 3rd place in women, and and smoked 40 men, 36 of whom had gotten a significant headstart on me.
