You could easily reduce this for genuine small plane enthusiasts: the 2 seat Cessna type used in flying clubs.

Maybe charge a high landing tax instead? The planes have to land, so can be charged

7. This by no means exhaustive, but the argument that government is making decisions in the dark based on poor information is spot on and needs addressing urgently

6.4. Interviewers are having to interpret the answers as the categories are too restrictive. Test surveys on real people ( especially those in challenged socio economic groups).

5. 2. Instead of choosing 1 random flat in a block or low response area every 3 months, select multiple and hit them all at once. That will guarantee some sort of response. 3. Shorter surveys. Most are 1 hour plus and most respondents don't understand many of the questions.

4. A few suggestions as to how to improve things. 1. Recruit a panel of respondents ( over 100k, with a mix of pop to reflect reality) and pay them properly to complete surveys. £100 a year would do it. You can the use technology to check answers

3. Effective Field Management was almost nonexistent due to recruitment and promotion freezes. Temporary managers had to step down leaving a void after a year due to rules around recruitment having to be open.

2. In fact, they were actively discouraged. Very much an attitude of "we know best". In London, there were significant issues around access to blocks of flats ( private and council) and much time would be lost trying to even get into them.

1. Very good piece. I worked as a field interviewer for the ONS while they tried to set up the online interviewing system while running LFS in tandem. The interviews are complex, time consuming, and poorly rewarded for the participants. Suggestions about improvements from below were not welcomed

I've just listened to her TRIM interview with Robert Peston. She actually manages to argue with him when he actually agrees with her... 3 times. It's like her brain constantly diverts to contrarian mode to hide a deep insecurity about her cognitive limitations

Hardly anyone can complain about the richest people paying more and it would raise about £2billion a year.
