A private person is under no obligation to work on global issues that would work to sustain life on Earth. When said person has illegally usurped the budget process to fulfill his own fantasies I see that as a problem

Yes we are doing both. One priority will get funded more than the other. The budget is not infinite. There will be a balance of one VS the other. The budget currently does not support the Earth as a priority based on desires of those in power, which currently favor an authoritarian self interest.

In theory yes, but budget priorities make it a zero sum game so funding for one will come from the other. With Elon Musk's juvenile fantasies of colonizing Mars I think you can see where the priority will be.

Velcro was developed in 1941 by a Sweedish engineer unrelated to the space program. Tang was also not developed by NASA, but was given a boost in sales after it was used on Gemini missions. But it is fun to say.
