Tolerance is an agreement, not a suicide pact. We AGREE to tolerate each other. If one side refuses to tolerate the other, then there IS NO AGREEMENT to uphold, and we are NOT called to tolerate their intolerance. No paradox at all.

And they all need everybody else to get their own agendas done. This *is* the right time for radical measures - but the consequences still need to be considered.

Every senate action (every!) requires agreement of the body - hence why the chair often says "with unanimous consent". Any one senator can deny consent, and a vote is required, often with debate. Likewise requiring a quorum call. Also recorded votes. Also requiring debate.
Each and every senator.
