It is well documented in the disaster literature that tourists, like other transient populations, have unique needs in disaster. Effective emergency planning accounts for them.
This week, I've talked to several Houstonians w/WILD survival stories from the Texas floods.
Turns out, out-of-towners were left esp. vulnerable, almost by design - county officials avoided some flood alert systems they saw as costing locals $ and only benefitting tourists/"crazy Houstonians."
