I think I used Bulkr and pretty sure there’s no comments, maybe just metadata. Seems even the paid version doesn’t do comments. Maybe only method is to manually screenshot.

That got me trawling through my old Flickr. I think I used a third party app a couple of years ago to download my entire Flickr into an absurdly large zip file. Like you, there is a lot of stuff that just isn’t anywhere else.
