I wouldn't call it a hetero-conspiracy.
It's just this awful one size fits all system. Like you can't get construction jobs because you'll change work sites too often. Nor can you drive Uber. It's just a crazy restrictive half-prison that even the employees sometimes accept doesn't make much sense.

When I came out of a male prison we weren't allowed to stay with nonfamily---just how it was. But nonfamily could visit.
The halfway house system is largely a set of checkboxes to check regardless of how much sense they make. And sometimes these checkboxes get in the way of actual reintegration.
