Wow! Thanks for the alert to this paper. Is there a way you can share it? I'm interested since our our CTM, a computational model for consciousness, makes decisions without a central executive (CE), see eg arxiv.org/pdf/2403.17101
Most other models, including those from neuro, seem to suggest a CE.
