This is a note of a conversation recognising the concerns of Eastern European countries who were then still communist and not an agreement to do anything. In 1994 Boris Yeltsin publicly signed an agreement with the US and Ukraine. Russia should honour that agreement and withdraw from Ukraine.

Yes an agreement with the USSR which is no more. Then superseded in 1994 when Russia signed an agreement accepting the sovereignty Ukraine and was given the Ukrainian nuclear arsenal. However Russia as we know does not honour its treaties. don't fall for the propaganda!

This is the sort of propoganda Russia uses to justify its invasion of its neighbour. However nothing justifies the aggression of Putin and Russia should withdraw its troops from Ukraine and stop the bombing and murder of innocent civilians.
