Ecology; Rural areas are the front line to major changes in ecology. e.g. Atrazine runoff in the Murray Darling basin has extincted hundreds of fish species, and those that rely on them

Agriculture; They see the first impacts of populist policies.
e.g. UK's land tax and US cullings

I think pressing on the scales to favour rural areas would solve a lot of problems.

Democracy is not great just for the sake of democracy, it's because it cares for the most.

So yes I do think having a 5% weaker vote, in exchange for the creature comforts of the cities is a reasonable policy.
